MoD’s DOT saved over UAH 13.4 billion on procurement thanks to high competition

Between January and August 2025, the State Operator for Non-Lethal Acquisition (DOT), the Ministry of Defence’s acquisition agency, achieved savings of over UAH 13.4 billion in public funds through high competition in the Prozorro system, while maintaining product quality.

In particular, savings were achieved on:

• almost UAH 5.2 billion saved on food procurement;
• approximately UAH 4.7 billion saved on gear and clothing procurement;
• approximately UAH 3.5 billion saved on fuel and lubricants procurement.        

The achieved efficiency stems from DOT’s systematic approach to procurement, which involves market consultations, attracting new participants, and the transparent execution of procedures in the Prozorro system.

This fostered active competition among suppliers. On average, 3.2 potential contractors competed per tender, peaking at 8.4 in food procurement.
