MoD’s DOT launches procurement of clothing and gear for 2026
To secure timely deliveries of clothing and gear for service members, the State Operator for Non-Lethal Acquisition (DOT), the Ministry of Defense’s procurement agency, is maintaining its strategy of planning and contracting the next annual cycle during the preceding year.
Accordingly, DOT has opened the first procurement listings for 2026, covering headgear, summer and winter footwear, uniform components, and individual protective equipment. These include summer and winter suits, combat shirts, boonie hats (panama hats), athletic shoes and boots, underwear, and other types of clothing and gear.
In the category of individual protective equipment, the procurement of modular body armor and combat ballistic helmets has already been announced. The nomenclature also includes fire-resistant coveralls for combat vehicle crews, sleeping bags, load-bearing belts, and more.
Certain items will be procured in both standard camouflage patterns, MM-14 and MM-25, depending on their specifications.
Deliveries under these contracts are scheduled throughout 2026. Additional announcements regarding clothing and gear procurement will be published over the next two months.
Key changes for suppliers in 2026 include updates to the Technical Specification on packaging and labeling requirements, along with amendments to the draft government contract. The following measures will be introduced:
- Improved procedure for goods acceptance;
- Reduced penalties;
- Extended notification periods for force majeure events;
- Use the Information and Communication System (ICS) DOT-Chain;
- Penalties for failure to meet deadlines for replacing a batch of substandard goods or reimbursing the value of such a batch;
- Deadlines for replacing a batch of substandard goods and for reimbursing the value of such a batch;
- Penalties for the use of advance funds and for failing to return any unused balance remaining from advance payments;
