MoD briefs international partners on digital defence resource accounting

The Ministry of Defence team demonstrated how digital systems track international military assistance—from receipt to use by military units—ensuring transparency, control, and speed in wartime logistics.

The Ministry of Defence of Ukraine convened a meeting with NATO military attachés and other partners to outline the current status of digital defence resource accounting across Ukraine’s military and present key priorities and plans for digital transformation. 

The meeting was opened by the First Deputy Minister of Defence, Lieutenant General Ivan Havryliuk. He expressed gratitude to international partners for their support since the first days of the russian federation’s full-scale aggression. He commended the Ministry of Defence team responsible for digital transformation. 

“Openness and transparency are key factors in building trust and effective cooperation with partners. A fundamental principle of efficient logistics is the maximisation of digitalisation in processes and control. That is why the Ministry of Defence is actively implementing digital solutions in logistics. This ensures transparent accounting of defence resources and enables faster support for the needs of our units,” he added.

Representatives of the Ministry of Defence demonstrated to partners how the digital accounting system operates, including the tracking of international military assistance—from receipt to distribution and use by military units. Partners were shown how digital tools ensure transparency, clarity, and speed in logistics processes under full-scale wartime conditions. 

“We are building a system where every defence resource—from equipment to spare parts and clothing—has a clear digital footprint. This enables efficient resource management, timely support to the military, and complete transparency for the state and our partners,” emphasised Oksana Ferchuk, Deputy Minister of Defence for Digital Development, Digital Transformations, and Digitalisation. 

“For Germany, as one of the largest donors of military assistance, it is of paramount importance to see that Ukraine ensures transparency in accounting. This event provided us with a clear understanding of the path each item of equipment takes—from the donor country to the end user. Ukraine is demonstrating significant progress in digitalisation, and, in this regard, we, as partners, have much to learn from it. We highly appreciate the openness of the Ministry of Defence of Ukraine and its willingness to share experience,” commented Brigadier General Joachim Kaschke, Head of the Situation Centre ‘Ukraine’ at Germany’s Federal Ministry of Defence. 

During the meeting, particular attention was paid to the overarching priorities of military digitalisationfrom modernising procurement and building a modern IT infrastructure to establishing a unified digital framework for resource management. Participants were also briefed on the current status and development plans of the IT Coalition—an alliance of 17 partner nations supporting Ukraine’s military and the Ministry of Defence in the domains of IT, communications, and cybersecurity. It is the IT Coalition that serves as the primary platform for coordinating international support for digital projects in the defence sector. 

Currently, approximately 1,000 military units are already using SAP-based digital accounting—a data-driven resource management system used by more than 90% of NATO armies. This has reduced the processing time for unit requests from weeks to just a few days. The system allows tracking of resource movement at the serial number level and generates automated reports for state and international partners. 

This is a long-term reform, with the Ministry of Defence planning to entirely eliminate paper-based documentation in logistics throughout 2026 and complete the transition to digital accounting. This will enable the military to make decisions even faster and use resources more efficiently.
