Launching the first competitive tender to procure bombers and middle-strike UAVs for the Defense Forces of Ukraine

The Ministry of Defence of Ukraine’s Defence Procurement Agency DOT is announcing its first competitive tender for the procurement of heavy bombers and middle-strike UAVs. Manufacturers of relevant defense-related products are invited to participate.
This is the first procurement of drones on this scale conducted through a competitive procedure.
One of the key requirements is that tactical- and operational-level strike and reconnaissance-strike UAVs be equipped with jam-resistant communications systems to ensure effective mission execution at extended ranges.
The plan is to contract tens of thousands of these types of UAVs from multiple suppliers, between two and four for each drone type. One manufacturer may be awarded up to 50% of the total order volume.
How the competitive tender process will work
The competitive procurement process is designed to encourage the broadest possible participation. All manufacturers whose products meet the specified tactical and technical requirements are eligible to participate.
Following the President’s directive, we continue to build a defense procurement system founded on transparent rules, fair competition, and minimal manual intervention to scale the most effective solutions for the front more quickly and strengthen Ukraine’s advantage over the enemy.
The procurement procedure will be conducted in a closed, secure environment to ensure the safety of defense companies and their personnel.
This approach has already proven its effectiveness in the competitive procurement of long-range 155 mm ammunition, resulting in savings of more than 16%.
How to participate in the competitive bidding process
Manufacturers can join the process through a simple application procedure. Manufacturers wishing to participate should send an email to the Defence Procurement Agency DOT’s official address at [email protected]. The subject line should state “Regarding participation in the UAV procurement tender,” and the email should include:
- Legal entity name;
- EDRPOU identification code;
- Contact phone number and email address for follow-up communication.
After verification, manufacturers will be provided with the tactical and technical requirements for the products, the required documentation for participation, and further instructions. For more information, visit the Defence Procurement Agency DOT website.
The transition to competitive procurement became possible after revising the approach to developing requirements and technical specifications for bomber and middle-strike UAVs. This procedure can be used to procure a wide range of UAVs based on tactical and technical requirements, rather than specific product names.
The Ministry of Defence is systematically scaling competitive procurement across the defense sector. This helps attract more manufacturers, reduce overall procurement costs, and redirect the savings to other Defence Forces requirements.
