Kateryna Chernohorenko: The Budget system enables automatic information sharing among those involved in the process and automatic funding for expenses

The Budget Information and Communication System (Budget ICS) will be launched in September with the backing and active participation of the MoD Department of Finance. The solution is based on the product called SAP Business Planning & Consolidation. This enabled the utilization of top-notch global practices for analytical data collection and processing.

The process of consolidated budget and expenditures formation in the Ministry of Defence involves a considerable number of participants. These include the State Treasury Service and the Ministry of Finance. For a long time, there was no unified system that would demonstrate a clear and transparent plan for the use of funds. Everything was done in manual mode, which could lead to mistakes and subsequent criticism.

“By implementing the Budget system, resources can be utilized more effectively to achieve maximum advantages. The system will revamp the outdated methods of consolidated budgeting and operational reporting, ensuring transparency throughout the process from budget creation to funds utilization,” said Kateryna Chernohorenko, Deputy Minister of Defence for Digital Development.

The Budget system enables automatic information sharing among those involved in the process and automatic funding for expenses. Operational reports will be handled in a similar manner for their collection, verification, and creation. This will help ensure effective money management and bring the Armed Forces of Ukraine closer to NATO standards.

Budget ICS will provide a unified environment for managing data and streamlining automated aggregation processes. This approach will help eliminate human factors and ensure the system is filled with accurate information. As a result, the handling and control of monetary assets will be more efficient.

The system has recently been certified for compliance with the Integrated Information Security System (IISS). This means that the Ministry of Defence can utilize Budget, as it is a reliable and secure system that meets legal requirements and aligns with the best global practices for safeguarding information.
