Kateryna Chernohorenko: Significant changes have been made by the Ministry of Defence to three orders to simplify the accounting of military property
The Ministry of Defence is carrying out the ongoing digital transformation of the Ukrainian Armed Forces: amendments were made to Orders 232, 300, and 440 pertaining to military accounting.
Amendments to these orders will eliminate several bureaucratic regulations and enable certain paperwork to be completed electronically. Introducing this measure will speed up internal processes, save time for service, and facilitate the work of the military.
“Record-keeping has predominantly gone digital across the globe, whereas our military still rely on manual journaling. New changes in the Ministry of Defense's orders will further enhance our military's efficiency by reducing reliance on paper documents and increasing speed,” said Kateryna Chernohorenko, Deputy Minister of Defence for Digital Development.
The modifications that are taking place:
The elimination of 16 uninformative books and journals in the paper. Examples include a soap log or food provision books accounting for the movement of people.
Labels for racks and cards for stacking in warehouses have been eliminated.
Certificates for food and service members' property can be created and printed using a computer. Previously, these were strict reporting forms that were handwritten in case of military relocations.
Commissions for handover and acceptance of military property are canceled.
Reconciliation and maintenance of logs of the results of reconciliation of military property records between military units and military command and control bodies operating in information and communication systems is canceled. It will be possible to exchange this date digitally.
Qualified electronic signatures and seals can be employed to create primary documents and maintain military property records.
As reported, the first changes to Regulation No. 440 were made in February of this year. They made it possible to keep accounting records and supporting documents electronically.
