Hundreds of Patriot missiles, €300 million for deep strike capabilities, and thousands of mid-strike drones: Ukraine and Germany sign a package of defence agreements

Ukraine and Germany have concluded a package of defence agreements totalling €4 billion, focused on strengthening air defence, developing unmanned systems, and joint defence production.
The relevant agreements were signed in Germany by Ukraine’s Minister of Defence, Mykhailo Fedorov, and his German counterpart, Boris Pistorius, with President Volodymyr Zelenskyy and Federal Chancellor Friedrich Merz in attendance.
Patriot missiles and IRIS-T launchers
A key outcome is the set of agreements aimed at strengthening Ukraine’s air defence system. In particular, a €3.2 billion contract has been signed with Raytheon to supply several hundred missiles for Patriot systems, with Germany funding the contract. This will substantially improve the protection of critical infrastructure and cities.
In addition, the agreements provide for the delivery of launchers for IRIS-T air defence systems. The agreement is valued at approximately €182 million and will also be funded by Germany.
Mykhailo Fedorov expressed gratitude to Germany for its leadership and comprehensive support.
Joint projects within the Build with Ukraine initiative
Another focus area is joint defence production.
Within the Build with Ukraine initiative, the parties agreed to launch the production of mid-strike drones employing innovative technologies, including elements of artificial intelligence. The project envisages the establishment of a joint venture in Germany, German funding, and the delivery of the entire output to the Defence Forces of Ukraine, which in the initial phase will amount to several thousand mid-strike drones.
Agreements have also been reached on financing Ukraine’s deep-strike capabilities, totalling €300 million in investments in the production of long-range weapons.
The agreements reached form part of mutually beneficial cooperation between Ukraine and Germany, as provided for in the War Plan.
