Government simplifies ammunition production procedures

The Cabinet of Ministers of Ukraine has streamlined specific aspects of the production, procurement, and supply of explosives and ammunition to meet the needs of the Defence Forces under martial law.
The Cabinet of Ministers of Ukraine adopted the pertinent Resolution No. 902 dated July 16, 2025, titled “Certain Matters of Production, Procurement, and Supply of Explosives and Ammunition,” at a Government meeting.
The document approves the Procedure for the Production, Procurement, and Supply of Explosives and Ammunition, defining clear algorithms and mechanisms for these processes. Amendments were also made to other resolutions to ensure their alignment with the new Procedure.
Resolution No. 902 stipulates that enterprises already granted the status of ammunition or explosive manufacturers under the Procedure for Implementing the Experimental Project (approved by CMU Resolution No. 763) shall continue their operations. This ensures that ongoing production processes will not be interrupted.
Other provisions of the Resolution include:
- All certificates for the storage of military-grade explosives issued under Resolution No. 763 will remain valid for the duration of the new Procedure. Manufacturers of ammunition and explosives will not be required to repeat bureaucratic procedures.
- An important clarification: any industrial explosive materials—including hunting gunpowder—used in the manufacture of ammunition for the Defence Forces are classified as military-grade explosives. This simplifies their handling and use in defense production.
- The Government has removed administrative barriers for ammunition manufacturers. This enables enterprises with the required technologies and competencies to swiftly launch the production of ammunition, explosives, and other strike capabilities.
