Government opens the way for manufacturers to use Ministry of Defence technologies — a historic decision for Ukraine’s defense industry
The Cabinet of Ministers of Ukraine has adopted a resolution launching an experimental mechanism to transfer technologies developed within the Ministry of Defence system into serial production. This decision opens state-developed technologies to the market and creates conditions for an effective public-private partnership in the defense sector.
“Every proven technology should serve our warriors. With this decision, we are introducing a new system for managing defense technologies — from now on, effective solutions will move directly into production and help strengthen Ukraine’s defense capabilities. This will increase production volumes, expand the range of weaponry, and leverage the potential of our partners from EU and NATO member states,” emphasized Denys Shmyhal, Minister of Defence of Ukraine.
Essence of the resolution
The resolution introduces a new legal framework for managing defense technologies developed within the Ministry of Defence system and enables their transition into serial production.
Manufacturers will gain access to state-developed technologies and the right to produce armaments and military equipment derived from them that have proved effective in combat.
The technologies will remain state property and will be used in accordance with the procedures approved by the Ministry of Defence.
The manufactured products will be supplied to the Armed Forces through state procurement, ensuring transparency and effective resource management.
Who can participate
The experimental mechanism is open to Ukrainian manufacturers that satisfy one of the following criteria:
- have state contracts in the defense sector;
- are identified as critically important to the support of the Armed Forces;
- are listed in the electronic register of participants in the selection process and of contractors for state defense contracts.
Furthermore, the Ministry of Defence may grant access to technologies as part of international cooperation with the defense ministries of partner nations, provided that the manufactured products are supplied to Ukraine as military-technical assistance.
What changes
Technological solutions that have proven effective can now be scaled up rapidly by multiple manufacturers simultaneously. This will make it possible to:
- increase production volumes and supply the front with proven equipment;
- expand the range of armaments by leveraging existing state-developed technologies;
- eliminate bottlenecks in the production capacities of individual companies;
- leverage the potential of NATO partners to enhance the Ministry of Defence’s technologies through a new export procedure.
Security and oversight
The technologies remain state-owned. Access will be granted only to verified manufacturers based on clear criteria and subject to mandatory technical, legal, and security checks. Production is subject to state quality control, audits, and contractual provisions safeguarding national interests.
The Ministry of Defence will provide information on technologies open for production both directly and through the Innovation Development Fund and industry associations.
