Government adopts decision to significantly improve reserve officer training

The Cabinet of Ministers has adopted essential amendments to the Procedure governing the military training of Ukrainian citizens under the reserve officer training program. These amendments, developed by the Ministry of Defence, aim to significantly improve the quality and effectiveness of the entire reserve officer training system for the Armed Forces of Ukraine.

The decision was adopted at a government meeting. 

The amendments increase the academic load of the training program from 36 ECTS credits (1,080 academic hours) to 44 ECTS credits (1,320 academic hours). As part of these changes, a new academic discipline – “Military Training” – is being introduced.

Military training and education will be structured so that, while studying this new discipline in the third and fourth years (or third–fifth years for medical and pharmaceutical specialties), students will complete the basic tactical-level course (L-1A) and the specialized tactical-level course (L-1B) of professional military education.

In addition, the updated Procedure improves several administrative and training-related processes. It regulates the competitive selection process, introduces a new procedure for enrolling in the reserve officer training program for the medical service, and clarifies the procedures for the training camp held after the completion of the main course. The document also clearly delineates the responsibilities of the Ministry of Defence, the Ministry of Education and Science, the Ministry of Health, the General Staff of the Armed Forces, and the leadership of higher education institutions with regard to reserve officer training.

To ensure that the Armed Forces of Ukraine are staffed with highly qualified specialists in the critically important medical sector, the new Procedure mandates that Ukrainian citizens pursuing higher education in medical and pharmaceutical specialties who are fit for military service undergo military training under the reserve officer training program.

The document will significantly improve the quality of military training and enhance the staffing of the Armed Forces of Ukraine with highly qualified officers, particularly in the critically important medical sector.
