Glib Kanievskyi: In the first quarter of the year, the DOT, the acquisition agency of the MoD, contracted non-lethal assets worth UAH 44.8 billion

In Q1 2025, the State Operator for Non-Lethal Acquisition (DOT), the acquisition agency of the Ministry of Defence, contracted non-lethal assets totaling UAH 44.8 billion.

“This represents nearly 66% of the total 2025 budget allocation of 67.6 billion UAH. Thanks to the early approval of procurement plans back in 2024, the DOT was able to promptly initiate their implementation, ensuring a stable supply of essential non-lethal assets. In particular, contracts were signed for food supplies worth UAH 21.4 billion, gear and clothing totaling UAH 16.4 billion, and fuels and lubricants amounting to UAH 7 billion. Conducting tenders in advance enables businesses to plan production more effectively while ensuring the timely delivery of supplies to military personnel,” stated Glib Kanievskyi, Director of the Procurement Policy Department of the Ministry of Defence of Ukraine.

For example, summer field suits worth UAH 1.8 billion have been procured, with deliveries to warehouses amounting to UAH 433 million. This ensured military personnel were equipped with necessary clothing ahead of the season.

Additionally, a significant volume of personal protective equipment was contracted, totaling UAH 3.8 billion, including UAH 3.1 billion for body armor, UAH 0.7 billion for helmets, and UAH 0.1 billion for tactical goggles. This enabled the timely provision of essential protective gear to military units.

At the same time, the Ministry of Defence is pursuing a localization policy that supports the development of Ukraine’s domestic industry. Accordingly, the DOT requires tender participants to localize the production of goods supplied to the Armed Forces of Ukraine. This fosters the growth of the Ukrainian industry and the creation of new employment opportunities in key sectors of the economy.

Beyond early procurement planning, the Ministry of Defence has introduced measures to optimize the use of procured resources. In particular, the DOT has begun procuring color-marked diesel fuel. This mechanism enables the tracking of each fuel batch, thereby reducing the risk of fraud. The color-marking ensures clear identification of fuel purchased exclusively for the needs of the Armed Forces of Ukraine, minimizing the potential for illegal sales.

The Ministry of Defence of Ukraine continues to refine procurement processes, ensuring the Armed Forces of Ukraine are fully equipped to carry out combat missions.
