Glib Kanevskyi: By digitizing procurement processes, the Ministry of Defence expects a 20% increase in competition for tenders, along with greater operational flexibility

To ensure timely and high-quality supplies for the Armed Forces of Ukraine, the Ministry of Defence is adapting procurement processes to meet the new challenges brought about by the war. Particular focus is placed on maintaining regular communication with the military and advancing digital innovations. 

This was stated by Glib Kanevskyi, Director of the Procurement Policy Department of the Ministry of Defense of Ukraine, at a seminar hosted by the NATO Support and Procurement Agency (NSPA) on lessons learned in the development and management of defense procurement under martial law, in accordance with the recommendations of the NATO-Ukraine Strategic Defense Procurement Review. 

In his online presentation, Glib Kanevskyi shared valuable insights gained by Ukrainian procurement experts and discussed key aspects that have become important for effective supply management in wartime.

“It is crucial to remain flexible during the period of martial law. We have learned to adapt our procurement processes to new challenges, respond swiftly to changing circumstances, and allocate the necessary additional financial resources to support the Armed Forces of Ukraine,” said Glib Kanevskyi.

He emphasized that maintaining constant communication with the military enables the Ministry of Defence to respond swiftly to the needs of the frontline. 

We are conducting surveys of our defenders to understand their specific needs at the front lines and ensure these are met as quickly as possible,” said the Director of the Procurement Policy Department during an online presentation.

Additionally, Glib Kanevskyi emphasized the importance of digitalizing procurement processes. As an example, he cited the new web portal 'MoD Partner,' which digitizes interaction with suppliers of non-lethal equipment for the Armed Forces of Ukraine. He mentioned that the rollout of the portal has improved the efficiency of document handling from manufacturers, effectively doubling processing speed, and is expected to increase competition in auctions by 20%.

“The integration of cutting-edge digital technologies enables the automation and streamlining of procurement procedures, ensuring greater transparency and efficiency at every stage. It also facilitates decision-making based on big data,” emphasized Glib Kanevskyi.

He assured that the experience of organizing the supplies to the Armed Forces of Ukraine during the war is unique and will serve as the foundation for implementing the NATO-Ukraine Strategic Defense Procurement Review.
