From paper logs to digital workflows: the “Impulse” system is now deployed across 250 units of the Armed Forces of Ukraine

Within the Armed Forces of Ukraine, 250 military units have already transitioned to daily digital personnel record-keeping through the “Impulse” system, including units from the Land Forces, the Air Assault Forces, and the Unmanned Systems Forces.

Key personnel and unit administration processes are now carried out within a single secure environment, replacing paper logs and fragmented spreadsheets.

Where the system is most actively used

The Land Forces represent the largest share of “Impulse” users, making up 88% of all Armed Forces of Ukraine units currently on the system.

A further 9% are in the Air Assault Forces, while the remaining 3% are in the Unmanned Systems Forces, where deployment began late last year and is only gaining momentum.

Within the Ukrainian Land Forces, Operational Command “West” leads in adoption, with the highest number of units using the “Impulse” system in the daily operations of personnel and unit administration services.

“‘Impulse’ allows us to support service members at every stage of service — from enlistment to discharge — while all operations are carried out faster and without piles of paperwork. The system is rolled out most effectively in units and corps where command, personnel services, communications, and information protection work together. For those just joining the system, we recommend ensuring in advance that the data is in proper order in the electronic personnel records logbook (EPRL), obtaining a digital signature, and preparing all requests to avoid delaying the launch,” emphasized Andrii Lezhenko, a representative of Operational Command “West” of the Ukrainian Land Forces.

How the system is being implemented

On a weekly basis, implementation teams from the Ministry of Defence of Ukraine and the Center for Scaling Technological Solutions of the Armed Forces of Ukraine work directly with military units to help set up processes, shift to the new operational format, and provide user support. The development team continuously incorporates unit feedback to tailor the system to operational requirements.

“Impulse” is the Ministry of Defence’s official personnel record-keeping system, designed to streamline, improve accuracy, and accelerate a range of unit-level processes, including tracking service members’ arrivals and departures, appointments to positions, leave, temporary duty assignments and transfers, finalizing daily orders, and generating personnel orders and regular command reports without manual duplication. Data is entered once and then used across all documents, reducing errors and saving time for personnel services and unit administration.
