Foodstuff procurement and logistics to be separated: DOT signs contract with logistics operator for foodstuff supply to the Armed Forces of Ukraine
The State Operator for Non-Lethal Acquisition (DOT), the procurement agency of the Ministry of Defence, has signed an agreement with UT Company LLC to implement a new model for foodstuff supply to the Armed Forces of Ukraine in 2025. The pilot project will be launched in the city of Kyiv and the Kyiv region, with a clear separation of procurement and logistics functions.
The new contract introduces significant differences from the current logistics supply model. Henceforth, the DOT will take over the contracting of manufacturers, and the logistics operator will focus only on the following:
- The completeness, timeliness, and quality of foodstuff deliveries to military units;
- In-house warehouse operations;
- Shipment coordination;
- Processing documentation and payment closure.
This will make procurement processes more transparent and easier to manage.
The project's core objective is to optimize the interaction between all supply chain participants, enhance logistics operations, and strengthen quality control before products are delivered to military units.
“This is a crucial step in modernizing the food supply system. The new format will ensure transparency, efficiency, and convenience in the processes for all parties involved. The distinction between logistics and procurement functions will ensure better quality of products delivered to our military,” emphasized Glib Kanevskyi, Director of the Procurement Policy Department at the Ministry of Defence.
The pilot project entails regular monitoring of results to drive further enhancement and scaling to other regions.
“We are already observing considerable interest from prominent Ukrainian brands. Thanks to the open selection of manufacturers, the military will be able to enjoy the food they are familiar with from their civilian lives,” added Halyna Litosh, Program Director of the Food Project Portfolio Management at DOT.
