Food, gear and clothing, and fuel for the army: in the first half of the year, DOT, the procurement agency of the MoD, contracted 87% of the annual requirement
In the first half of 2025, the State Operator for Non-Lethal Acquisition (DOT), the procurement agency of the Ministry of Defence, contracted 87% of the annual requirement for non-lethal supplies. This result was achieved through increased competition in tenders, systematic engagement with manufacturers and suppliers, and the introduction of effective anti-corruption tools.
The first six months of the year also marked the launch of new supply models and initiatives aimed at enhancing transparency and efficiency in procurement.
Food supply
One of the key innovations was the implementation of an updated food supply model in the city of Kyiv and the Kyiv Oblast. For nearly six months, service members in this region have been receiving food products that underwent preliminary quality control at distribution centers. Another element of transparency was pricing — manufacturers were selected through indicative bidding, which helped reduce the risk of inflated or unjustified prices.
Across the country, in the area of food provision — which includes the supply of food products, catering services, field rations, and tableware — DOT has already dispatched over 46% of the annual requirement. Savings on procurement amounted to over UAH 2.5 billion.
Gear and clothing
In the first half of the year, DOT announced its first tender for adaptive clothing to be included in the so-called ‘Wounded Warrior Package’. Procurement of other components of the package – such as hygiene kits – is also planned for this year. These packages are intended for service members undergoing treatment in military hospitals, stabilization points, and civilian medical facilities. The funds saved under this programme are being directed towards the implementation of this initiative.
In total, nearly 53% of the annual requirement for gear and clothing has been delivered to the Armed Forces of Ukraine. More than UAH 1.7 billion has been saved.
Fuel and lubricants
In the area of fuel supply, one effective anti-corruption measure has been the introduction of color-marked diesel fuel. Thanks to this mechanism, law enforcement agencies have been able to detect and document cases of abuse, including organized schemes involving the misappropriation and sale of fuel. Consequently, multiple criminal cases have been initiated regarding the theft of military assets.
According to the results of the first half of the year, DOT has fulfilled more than 82% of the yearly demand for fuels and lubricants. In total, more than UAH 1.1 billion was saved.
The DOT continues to implement systemic solutions that enhance supply quality and ensure the efficient use of budget funds.
