Financial assistance for service members to address social and household needs in 2026

Financial assistance for addressing social and household needs constitutes a distinct form of support for service members of the Armed Forces of Ukraine. It may be granted once annually in accordance with applicable legislation.

The Ministry of Defence of Ukraine provides details on the amount of financial assistance for service members in 2026, eligibility for receiving it, and what is required to apply.

In 2026, this financial assistance is paid within the limits of the available service remuneration fund and solely on the grounds set out in the directive of the Minister of Defence of Ukraine of 4 January 2026, No. 38/ud.

Amount of financial assistance in 2026

In 2026, financial assistance to address social and household needs is paid in an amount equal to a service member’s monthly service remuneration.

The monthly service remuneration used to determine the amount of financial assistance includes:

  • Base salary.
  • Rank pay.
  • Long service increment.
  • Monthly additional components of service remuneration (excluding rewards) to which the service member is entitled as of the date the order granting this assistance is signed.

Eligibility for financial assistance in 2026

In 2026, financial assistance for addressing social and household needs is granted to service members once per year if at least one of the following grounds applies:

  1. If a service member has a disability resulting from wounding (blast injury, trauma, or permanent disability) sustained in the defense of the Homeland.
  2. To families of service members who were captured (except for those who voluntarily surrendered), taken hostage, interned in neutral states, or missing in action.
  3. Following the occurrence of an event in 2026 or in December 2025, provided that the right to receive this financial assistance was not exercised in the year of such occurrence, namely:

3.1. death of a service member or of their spouse, children, or parents;

3.2. birth of a child to a service member, or the adoption of a child;

3.3. deterioration of the health condition of a service member, their spouse, children, or parents, as confirmed by relevant medical documents (a hospital discharge summary, an extract from an outpatient or inpatient medical record (Form No. 027/o), a medical certificate, a decision of a military medical commission, or a conclusion of a medical advisory commission), in particular in the following cases:

– a service member’s diagnosis with tuberculosis, HIV/AIDS, or viral hepatitis B or C;

– a service member remaining for more than 30 consecutive days in treatment, rehabilitation, or medical leave due to wounds, trauma, blast injury, permanent disability, or illness related to the performance of military duties (in defense of the Homeland), where such conditions require multi-stage surgical treatment, prosthetic limb replacement, joint replacement, organ transplantation, individualized care, or relapse prevention treatment;

– a service member, their spouse, children, or parents undergoing treatment for an oncological disease requiring surgical treatment, radiation therapy and/or chemotherapy, regardless of the year the diagnosis was established;

– wounding (blast injury, trauma, or permanent disability) of a service member sustained in the defense of the Homeland during the period of martial law;

– wounding (severe trauma or permanent disability) of a service member’s spouse, children, or parents resulting from the military aggression of the russian federation against Ukraine.

Procedure for obtaining financial assistance

To receive financial assistance, a service member submits a request report addressed to their commander (or head), stating the grounds for granting the assistance and attaching documents confirming those grounds.

Payment of financial assistance is carried out pursuant to the relevant order of the commander (or head) and within the limits of the available service remuneration fund provided for in the budget.

Service members who were conscripted or enlisted for military service and who, prior to conscription or enlistment, were employed by budget-funded organizations may receive financial assistance for addressing social and household needs, provided that such financial assistance established by the relevant regulatory legal acts of Ukraine was not granted at their previous place of employment in the year of conscription or enlistment, and subject to the existence of grounds specified in the directive of the Minister of Defence of Ukraine dated 4 January 2026 No. 38/ud.
