Electronic services for defenders and simplified record-keeping: The Verkhovna Rada supported the launch of the Unified State Register of Military Personnel

The Unified State Register of Military Personnel will be implemented in Ukraine. It will serve as the foundation for establishing an ecosystem of efficient and accessible electronic services for service members while significantly simplifying and enhancing the military registration process. 

The relevant draft law No. 12066, pertaining to the matter at hand, was adopted as a whole during a session of the Verkhovna Rada. 

“The Register will not just raise the standard of data on our defenders. It will also help build an ecosystem focused on service members, where their needs are swiftly addressed without queues or paper-based certificates,” said Kateryna Chernohorenko, Deputy Minister of Defence for Digital Development. 

The draft law introduces amendments to the Law of Ukraine “On Military Duty and Military Service” and includes the following provisions:

• Establishment of a unified database of military personnel;

• Facilitation of electronic service delivery for military personnel and their families, including access to social benefits, guarantees, and bonus programs;

• Implementation of a unique electronic identifier called Military ID. It will enable data exchange between registers without using service members’ personal data;

• Establishment of a legislative framework to support the continued development of the Army+ application and the information and communication system of the Ministry of Defense of Ukraine.

It is important to note that the Register will include only a limited data set required for delivering social services. The Register will not collect information on military service, rank, or specialty. The service data of military personnel is stored in secure environments within other existing information systems, which do not have the technical capability to exchange data with external systems and registers.
