Electronic referrals to the MMC made through Reserve+ now include the exact date and location of the medical examination

The electronic referral to the Military Medical Commission (MMC), which individuals liable for military service can generate in Reserve+, now includes the exact date and location of the medical examination. The feature is now available in the latest version of the app.

This innovation is part of a large-scale MMC system reform, encompassing the digitalization of procedures and enhancing the regulatory framework. The pertinent changes were approved by Order No. 4, dated January 3, 2025.

According to the document, the heads of enlistment offices, as well as recruitment centers of the Armed Forces of Ukraine, will generate referrals to the MMC in electronic format using Oberih, the Unified State Register of Conscripts, Persons Liable for Military Service, and Reservists. Individuals will be able to submit a request and receive this document in the Reserve+ app.

Electronic referrals are available both for those who wish to undergo the commission voluntarily and for those who have already received a paper summons to the MMC. All that is needed is to submit a request in the app.

“Time is one of the most valuable human assets. The innovation will allow individuals to undergo medical examination at the MMC without unnecessary visits to the enlistment office, paperwork, or long queues. I am glad that, thanks to Reserve+, we are helping our citizens free up time for important matters,” said Kateryna Chernohorenko, Deputy Minister of Defence for Digital Development.

If needed, individuals will be able to obtain a paper version of the referral printed from the register. In such cases, the document will necessarily include a QR code containing all relevant information. It will be recorded in the log by the stipulations of Government Resolution No. 560, dated May 16, 2024.

The option to receive a paper referral in the form outlined in Annex 11 to the ‘Procedure for Conscription of Citizens for Military Service during Mobilization, for a Special Period,’ approved by CMU Resolution No. 560, is also maintained. Specifically, this applies to individuals who, during martial law, expressed a desire to be mobilized directly to their chosen military unit. In such cases, the military unit commander is required to notify the territorial enlistment office about the issuance of the relevant referral, and the commander of the territorial enlistment office is required to enter this information into the Oberih register.
