Digitalization as the foundation of systemic change in the military: results for 2025

In 2025, the Ministry of Defence maintained its focus on digitalization as the basis for systemic change in the military.

“Paperwork, queues, and manual record-keeping are gradually becoming a thing of the past. They are being replaced by digital solutions that save time, reduce the burden on personnel, and enable accurate, fast, and transparent decision-making based on unified data,” stated the Minister of Defence of Ukraine, Denys Shmyhal.

Key achievements over the past year: 

  • The ‘Impulse’ personnel record-keeping system was launched, with more than 200 military units already working with accurate and up-to-date data without paper logs.
  • Reserve+ reached 6 million users, offering electronic referrals to the military medical commission, online fine payments, and automatic deferments. This has significantly increased transparency and reduced the workload on enlistment offices.
  • Army+ is becoming an everyday app for service members, with 1 million users, 1.3 million electronic reports submitted, tens of thousands of changes of duty station between units, training courses, and a digital defender ID.
  • Resource management in line with NATO standards: a SAP-based logistics management system has been put into operation. More than 1,000 units are now working in the system, accelerating supply timelines from weeks to days.
  • DOT-Chain Defence offers around 300 models of UAVs and electronic warfare (EW) systems from more than 100 manufacturers. Military units select the equipment they need, while the Defence Procurement Agency (DPA) handles contracting, payments, and performance oversight.
  • Currently, 83% of units are working within the Medical Information System without excessive bureaucracy. In addition, 186 units under the Ground Forces Command, Medical Forces Command, Air Assault Forces, Special Operations Forces, and Unmanned Systems Forces have implemented the Electronic Primary Medical Record Card (ePMRС), enabling faster and more precise care for wounded.
  • All Ministry of Defence digital systems are subject to continuous oversight by the Cyber Defence Center.
  • An IT vertical is being established within the military, bringing together up to 5,000 officers responsible for digital transformation under a unified transformation roadmap.
  • The IT Coalition, comprising 17 countries, mobilized nearly €800 million for communications, cybersecurity, and digital services.

“Digitalization is about preserving resources, strengthening military effectiveness, and achieving an advantage over the enemy,” Denys Shmyhal summarized.
