Denys Shmyhal: We have built an integrated anti-corruption management system

The leadership of the Ministry of Defence of Ukraine, representatives of anti-corruption institutions, and international partners discussed the implementation of current anti-corruption measures.
The discussion took place within the framework of the VI International Forum ‘Effective Governance and Fostering Integrity in the Security and Defense Sector’, focused on both research-based and practical approaches.
Participants included Minister of Defence of Ukraine Denys Shmyhal, Deputy Minister of Defence of Ukraine for European Integration Anatolii Kutsevol, Head of the National Agency on Corruption Prevention (NACP) Viktor Pavlushchyk, and Joakim Frendin, Team Leader, Building Integrity/Governance and Institutions, Defence and Security Cooperation Directorate, Operations Division, NATO HQ, as well as other representatives of government bodies and international partners.
“We have built an integrated anti-corruption management system and reinforced the institutional capacity of the units responsible for these efforts,” Minister of Defence Denys Shmyhal said in his address, speaking about the Ministry’s anti-corruption efforts.
Among the instruments established to detect potential corruption risks, the Minister mentioned the Corruption Risk Register, the Ministry of Defence’s Anti-Corruption Program for 2025–2026, more than 600 control measures, and hundreds of cases submitted to law enforcement agencies.
Denys Shmyhal also highlighted the DOT-Chain Defence platform as another anti-corruption mechanism, describing it as an example of innovation and transparency in procurement.
“It is a digital platform that enables the military to independently procure defense products directly from manufacturers, without intermediaries,” he said.
During the forum, with the participation of Deputy Minister of Defence Anatolii Kutsevol, a new document—the “Policy for Building Integrity in the Defence Forces of Ukraine”—was presented. The document seeks to align the defense sector with NATO standards in cultivating a sustainable professional culture.
The event was organized and conducted at the initiative of the leadership of the National Defence University of Ukraine.
Another key outcome of the Forum was the presentation of practical models and mechanisms for fostering a culture of integrity within the security and defense sector.
The event also showcased best practices in fostering integrity and preventing corruption across the components of Ukraine’s security and defense sector.
