Defense and security expenditures increased by UAH 1.56 trillion

The Verkhovna Rada has approved amendments to the 2026 state budget, significantly increasing funding for the security and defense sector.
In particular, an additional UAH 1.56 trillion will be allocated to the development of weapons and military vehicles and equipment, service members' remuneration, and other expenditures.
How the additional defense funding will be allocated
Bill No. 15224 provides for an increase of UAH 1.56 trillion in state budget expenditures, allocated as follows:
- UAH 1.52 trillion – for the Ministry of Defence of Ukraine (including the State Special Transport Service of Ukraine);
- UAH 16.7 billion – for agencies within the Ministry of Internal Affairs system (the State Border Guard Service of Ukraine and the National Guard of Ukraine);
- UAH 4.8 billion – for the State Service of Special Communications and Information Protection of Ukraine;
- UAH 2.5 billion – for the Security Service of Ukraine;
- UAH 1.8 billion – for the Main Directorate of Intelligence of the Ministry of Defence of Ukraine;
- UAH 14.6 billion – to increase the reserve fund for the security and defense sector.
Total security and defense spending in 2026 will increase to a record UAH 4.4 trillion. Of this amount, UAH 2.3 trillion will be allocated to the procurement of weapons and military vehicles and equipment, while more than UAH 1.45 trillion will be allocated for service members’ remuneration.
The approved state budget amendments are now awaiting the signature of the President of Ukraine.
Financial assistance from the European Union
The increase in spending was made possible by a package of EU decisions providing financial support to Ukraine through a €90 billion loan facility for 2026–2027.
Of this amount, €60 billion is to be allocated to defense needs.
At the end of May, the Verkhovna Rada ratified the relevant memorandum.
The financing will be provided through EU borrowing on international capital markets, with the associated obligations backed by the EU budget reserve.
The financial assistance will contribute to macroeconomic stability and enhance Ukraine’s defense capabilities.
The Ministry of Defense expresses gratitude to the European Union and its member states for the additional funding provided to Ukraine, and to Members of Parliament for supporting initiatives aimed at strengthening the security and defense sector.
