Building a transparent data-driven system: Vasyl Shkurakov appointed as Deputy Minister of Defence for finance and internal audit

As part of the Minister of Defence’s team, Vasyl Shkurakov will focus on strengthening the system’s financial capacity and overall manageability

The Government has appointed Vasyl Shkurakov as Deputy Minister of Defence of Ukraine. His responsibilities will include effective budget planning and strengthening the internal audit.

“We are building the Ministry of Defence of Ukraine as an effective institution capable of achieving its objectives. Vasyl Shkurakov will be responsible for the financial system and internal audit. The focus is on building a transparent, well-managed, and data-driven financial system for the Ministry of Defence,” said Minister of Defence Mykhailo Fedorov.

The key tasks of the newly appointed Deputy Minister of Defence include:

  • effective budget planning and execution to ensure that resources align with the actual priorities of the front line;
  • managing all sources of financing, including the state budget, international technical assistance, grants, and loans;
  • strengthening economic analysis to support decision-making;
  • strengthening internal control and audit to identify risks and inefficiencies;
  • digitalizing financial reporting and control to support data-driven decision-making based on high-quality data.

Vasyl Shkurakov has over 10 years of experience in public finance management. He served as Deputy Minister of Finance and First Deputy Minister for Development of Communities and Territories of Ukraine. During the war, he ensured the financial stability of critical infrastructure.

“We are building a system where every hryvnia delivers results,” Mykhailo Fedorov concluded.
