Amount of housing subrental (rental) compensation for Armed Forces of Ukraine personnel in 2025

Service members of the Armed Forces of Ukraine and other components of the Defence Forces are entitled to monetary compensation for subrenting (renting) residential premises at their duty station if they do not own housing in that area. The compensation is granted if service members do not have their own housing in the given area.

The compensation amount for subrental (rental) is determined annually by the Ministry of Defence based on the allocated budget for the respective fiscal year. The procedure for assigning and disbursing compensation to service members is governed by the Cabinet of Ministers of Ukraine Resolution No. 450, dated 26 June 2013 (as amended), and the Instruction on Housing Provision for Armed Forces of Ukraine service members and their families, approved by Ministry of Defence Order No. 380, dated 31 July 2018 (as amended).

Compensation rates for 2025

As per Minister of Defence Decision No. 2640/z, dated 23 January 2025, the compensation rates for housing subrenting (renting) in 2025 are as follows:

  • The city of Kyiv: UAH 4,560
  • Administrative centers (capitals) of Oblasts: UAH 3,420
  • Other localities: UAH 2,280

For service members with three or more family members, the above amounts are increased by 1.5 times.

 

If an individual is entitled to compensation under the aforementioned Procedure and other compensation payments established by different regulations, the payment will be made based on one option of their choice.

Eligibility

  • officers (including those conscripted as officers), privates and NCOs serving under contract;
  • Cadets of higher military educational institutions and military training units of higher education institutions who have families;
  • Other service members, excluding those mobilized prior to signing a contract.

Application process

To apply for compensation for housing subrental (rental), a service member must submit a report to their unit commander, accompanied by the following documents:

  • Copies of identity and Ukrainian citizenship documents for a service member and their family members;
  • A copy of the Taxpayer Identification Number (TIN);
  • An extract or information certificate from the Bureau of Technical Inventory (BTI) on real property owned by a service member or their family members at the location of their current duty station;
  • Copies of documents verifying family relationships;
  • A duly certified copy of the housing provision certificate from the previous duty station, issued by the housing maintenance authority (except for personnel arriving from temporarily occupied territories or areas where public authorities are temporarily not exercising their powers);
  • Commission inspection report for a property damaged as a result of the armed aggression of the Russian Federation, if applicable.

During the review of the submitted report, information from the State Register of Real Property Rights is used to verify any real estate owned by a service member or their family members.

As part of the report review, an assessment of the living conditions of a service member and their family members is also conducted. The housing commission of the military unit (or relevant subdivision, body, institution, or establishment) inspects the living conditions. It prepares a certificate (act), which is submitted by the housing commission directly to the commander (head) of the military unit (or relevant subdivision, body, institution, or establishment).
