According to the Decree, soldiers and non-commissioned officers with managerial experience may be promoted to officer ranks and positions
Service members with a master's degree and leadership experience in civilian life may be appointed to leadership positions within the Armed Forces of Ukraine, up to the rank of colonel.
The President of Ukraine, Volodymyr Zelenskyy, signed the pertinent Decree.
“Our goal is to bring those with managerial experience into officer roles within the Armed Forces of Ukraine. The key criterion for appointment to leadership positions should be practical management skills, rather than just years of service or rank,” emphasized Ukraine's Minister of Defence, Rustem Umerov.
Thus, from now on, soldiers and non-commissioned officers with at least two years of experience in leadership positions and a master's degree or higher can be promoted to the rank of junior lieutenant and an officer position simultaneously.
The amendments stipulate that such service members are no longer subject to restrictions based on their staffing category. Additionally, they are exempt from the requirements for mandatory military training or the signing of an additional contract.
Furthermore, service members with a bachelor's degree and who have completed an officer training course can also be promoted to junior lieutenant and assume corresponding officer positions.
“Many highly skilled professionals have been mobilized into the Armed Forces. Previously, without an officer's education, they could only occupy positions corresponding to the rank of private. “We need to strengthen the Armed Forces with skilled personnel and provide managers with extensive experience all the opportunities for professional growth,” said Kateryna Chernohorenko, Deputy Minister of Defence for Digital Development.
