A special interdepartmental group to implement Ukraine’s Maritime Security Strategy
The Cabinet of Ministers of Ukraine has established an Interdepartmental Working Group to coordinate the implementation of Ukraine’s Maritime Security Strategy. The government also approved the group’s mandate and personnel.
This group will serve as a coordination center, uniting the efforts of various agencies and experts to ensure a systematic approach to maritime security policy and the effective implementation of strategic decisions.
The group’s key areas of focus include:
Developing a monitoring framework for the implementation of the Strategy and government plans, as well as preparing improvement proposals;
Analyzing issues and devising solutions;
Proposing legislative improvements for maritime security;
Ensuring coordination between government bodies and organizations for implementing the Strategy and preparing recommendations to enhance their effectiveness.
The group will have the authority to organize expert discussions, engage specialists, and assess Strategy implementation. In addition to government representatives, local authorities and independent experts may also participate.
Special emphasis will be placed on international cooperation, drawing from the expertise of leading maritime nations and establishing partnerships with international organizations. This will help adopt best practices in maritime security and strengthen Ukraine’s international support.
The Ministry of Defense will coordinate the group’s activities. The Interdepartmental Working Group was created following the National Security and Defense Council’s July 17, 2024, decision on “Ukraine’s Maritime Security Strategy,” approved by Presidential Decree No. 468/2024. Meetings will be held at least quarterly, with the option to organize online sessions for prompt response to urgent issues.
