A property management system has been implemented: In 2024, the Ministry of Defence registered rights to 47,000 hectares of land and 1,000 real estate assets
This year, the Ministry of Defence developed and implemented a comprehensive system for allocating land and real estate assets to the Armed Forces of Ukraine.
The Ministry of Defence's Main Directorate for Defence Land and Resources coordinates the system. It focuses on three core areas:
- Mobilization of internal resources;
- Reclaiming illegally alienated property;
- Cooperation with state authorities on the transfer of additional land and assets.
“Over the year, through the mobilization of internal resources, we succeeded in registering 47,000 hectares of land and over 1,000 military property assets. Through systematic monitoring, approximately 10,000 cases of illegal land seizure have been identified. These results are crucial for enhancing the country's defense capabilities and regaining control over strategic assets,” emphasized Dmytro Klimenkov, Deputy Minister of Defence of Ukraine.
Over the past year, 75 court decisions were successfully enforced in favor of the Ministry of Defence, facilitating the reclamation of 74 land plots exceeding 3,000 hectares in total and nearly 42,000 square meters of real estate assets. Notable examples include the reclamation of 100 hectares of a military airfield in the city of Odesa and 150 hectares of a military airfield in the Vinnytsia region.
Additionally, in cooperation with the Ministry of Justice, 30 land plots totaling nearly 3,500 hectares and real estate assets covering approximately 1,700 square meters were restored to state ownership.
“The collaboration with the State Property Fund of Ukraine, initiated in August 2023, has also yielded tangible results. To date, over 100 buildings and structures have been successfully transferred to the Armed Forces of Ukraine, and preparations are in progress for the transfer of a similar number. Additionally, through collaboration with central and local authorities, over 400 buildings and structures have been received, including 60 medical facility objects,” stated Borys Zakutnii, Head of the Ministry of Defence's Main Directorate for Defence Land and Resources.
Furthermore, a new procedure for approving military command decisions regarding the compulsory alienation of property under martial law has recently been adopted, which will further enhance the ability to meet defense requirements. In the first ten days of the new procedure being in effect, eight requests from military commands have already been examined.
The implemented system has proven highly effective in supplying the Armed Forces of Ukraine with essential land plots and real estate assets, directly contributing to enhancing the country's defense capabilities.
