756 million kg of foodstuffs delivered without unnecessary paperwork: how DOT-Chain is transforming defense procurement

The State Operator for Non-Lethal Acquisition (DOT), the procurement agency of the Ministry of Defence, has supplied more than 756 million kg of foodstuffs to the Armed Forces of Ukraine using the DOT-Chain digital system.

As of March 2025, the number of processed requests has surpassed 89,000. In total, the system processes over 35,000 documents every week that were previously handled in paper form.

The number of active users on the platform continues to rise. Currently, their number has reached nearly 3,000.

“This year, the DOT budget for purchasing foodstuff for the Armed Forces of Ukraine stands at UAH 29.7 billion. DOT-Chain is an exemplary case of how digital technologies can alter the defense procurement system. We see not just numbers but the actual delivery of food supplies to the most remote military units. And this is just the beginning,” noted Glib Kanievskyi, Director of the Defence Ministry's Procurement Policy Department.

To recap, the Ministry of Defence's procurement agency, DOT, developed and launched the DOT-Chain system only last year. Over this time, it has become an integral part of the non-lethal supply system reform, enabling the timely, transparent, and efficient provision of foodstuff to the military.

The Ministry of Defence is also rolling out the DOT-Chain Defense System, a module that will manage the procurement and supply of drones to the military, ensuring support for:

  • Focused and swift supplies for the Armed Forces of Ukraine: Units will independently choose the assets they actually require. The delivery time will be shortened from months to just a few weeks.
  • Advancement of the defense sector: Manufacturers will gain the opportunity to scale production capacities based on verified information in the system.
  • Clarity in processes: Well-defined rules encourage competition and transparency in the supply processes.
