Professional accomplishments

Reserve+ Application for Draftees

This application has facilitated data updates for 3.5 million Ukrainians, with an equal number generating their military electronic documents. It also provides access to recruitment services and mobilization deferments for students, PhD candidates, postgraduate researchers, persons with disabilities, and multiple children parents. These services have been used over 240,000 times.

 

Army+ Application for Military Personnel

More than 700,000 servicemen have authenticated through this application. Among its key features are electronic reports, a unique Army ID number, surveys, online courses, and the national support program for servicemen, "Pluses." To date, over 240,000 electronic reports have been submitted, carrying the same legal weight as paper-based documents. The Army+ app also enables military personnel to request and approve unit transfers, with over 16,000 successful reassignments to date.

 

Drone Coalition and IT Coalition

Kateryna Chernohorenko initiated and has led two major programs—the Drone Coalition and the IT Coalition—since 2023. The Drone Coalition aims to give Ukrainian forces a technological asymmetrical advantage on the battlefield, bringing together 17 partner nations. The coalition has secured €1.8 billion in funding, along with an additional €150 million allocated for strategic tenders. Meanwhile, the IT Coalition is accelerating military digital transformation through expertise, software solutions, and advanced technologies. With a fund exceeding €250 million, it operates in partnership with 17 countries.

 

Military Paperless Initiative

She has spearheaded the military Paperless initiative, significantly reducing administrative paperwork. The introduction of Orders 440 and 687 has streamlined operational procedures: Order 440 eliminated 16 outdated record-keeping logs and certificates, while Order 687 consolidated 12 personnel records into a single digital system, now fully manageable on a computer.

 

Cyber Incident Response Center

Under Kateryna Chernohorenko’s leadership, the Cyber Incident Response Center was established within the Ministry of Defense. This dedicated military unit has become a cornerstone of Ukraine's cybersecurity infrastructure. The center is responsible for real-time monitoring, detection, and neutralization of cyber threats targeting critical military systems. It also anticipates potential cyberattack vectors and develops proactive defense strategies to safeguard the Ministry of Defense and the Armed Forces of Ukraine’s information and communication networks.
