A ‘One-Stop Shop’ approach is to be introduced by the Ministry of Defense’s Procurement Agency (DPA) to streamline interaction with suppliers

The Ministry of Defense’s Procurement Agency (DPA), which centrally procures munitions, UAVs, and military equipment for the Armed Forces of Ukraine, is enhancing its engagement with the market. To ensure transparent and equitable access to procurement, the DPA will launch a ‘One-Stop Shop’ on its official website to collect proposals from manufacturers and suppliers.

“In 2025, the DPA’s budget for procuring weapons, military equipment, and munitions exceeds UAH 380 billion. The ‘One-Stop Shop’ initiative is part of our procurement process digitization, enabling more modern and technologically efficient collaboration with manufacturers,” emphasized Glib Kanievskyi, Director of the Procurement Policy Department of the Ministry of Defence of Ukraine.

Companies interested in supplying defense-related goods are required to undergo verification by providing company details through the Suppliers section on the DPA’s official website.

“The implementation of the ‘One-Stop Shop’ system simplifies access to procurement for manufacturers and suppliers, speeds up proposal processing, and contributes to more transparent and predictable engagement with the market,” said Arsen Zhumadilov, Director of the Defence Procurement Agency.

How the system will function:

  1. Suppliers or manufacturers submit basic information about themselves and their products via the website;
  2. The DPA reviews the submission and decides whether to add the applicant to the verified supplier registry or issue a justified rejection;
  3. Verified suppliers will be invited to submit commercial proposals in response to validated procurement needs;
  4. Requests will specify procurement schedules and provide outcome feedback;
  5. The winning bidder will be awarded a contract.

This approach is designed to ensure the' confidentiality and information security of commercial proposals, accelerate their processing, and guarantee equal access to procurement opportunities for all market participants.
