Ukraine to gain access to €140 million in EU credit financing for dual-use technology development

In Q1, Ukraine will gain access to €140 million in EU credit financing and €21 million in the form of an investment grant for projects supporting dual-use technologies.
This was announced by Anna Gvozdiar, Adviser to the Minister of Defence of Ukraine, following a Technical Meeting held under the Ukraine Investment Framework with the participation of the Government of Ukraine, DG ENEST, and partner financial institutions. The meeting resulted in agreement on the key parameters of the mechanism and funding volumes, as well as the development of the necessary intergovernmental agreements.
Specific instruments to support Ukraine were also discussed during the roundtable "Ready to Support a Strong Partnership with Ukraine," which was attended by representatives of the EU and NATO. The event focused on developing solutions to ensure Ukraine’s long-term resilience and strengthen Europe’s defence capabilities.
Speaking at the event, Anna Gvozdiar noted that Ukraine has progressed from emergency response toward the systematic build-up of defence capabilities. According to her, Ukraine has achieved a key shift — from full reliance on external supplies to building its own defence-industrial capacity in partnership with allies. SAFE, EDIP, Build in Ukraine, Build with Ukraine, and the Danish model played an important role as a practical foundation for joint manufacturing projects.
Particular attention was paid to security challenges and to enhanced cooperation during meetings with Kaja Kallas, the High Representative of the European Union for Foreign Affairs and Security Policy, representatives of EU institutions, and executives of leading European defence companies. The parties discussed Ukraine’s role as a partner with unique experience in rapidly scaling its defence industry during wartime.

A dedicated meeting with Benedikta von Seherr-Thoss, Managing Director for Peace, Security and Defence at the European External Action Service, was focused on the practical implementation of the agreements. The talks addressed coordination of EU defence initiatives, support for the development of Ukraine’s defence industry, and implementation of the Ukraine Support Loan approved by EU member state leaders in December 2025.
As part of the visit, Anna Gvozdiar also held a meeting with Camille Grand, Secretary General of the European Aerospace, Security and Defence Industries Association (ASD), and Micael Johansson, President of ASD. The parties agreed to establish a joint platform to enhance interaction and practical cooperation between Ukrainian and EU defence companies. It was also agreed to convene a separate joint meeting in the near future focused on launching and further developing this cooperation format
