Ukraine and Germany sign a memorandum on defence data exchange

Ukraine’s Minister of Defence, Mykhailo Fedorov, and his German counterpart, Boris Pistorius, signed Ukraine’s first agreement on the exchange of defence data with partners. The memorandum was signed in a ceremony attended by President Volodymyr Zelenskyy and German Chancellor Friedrich Merz.
This document ushers in a new level of cooperation in defence technologies and analytics.
Access to unique battlefield data
The memorandum envisages the launch of joint projects focused on data exchange. In particular, this includes:
- analysis of the employment of German weapons systems, including PzH 2000, RCH 155, and IRIS-T;
- the exchange of Ukrainian expertise and combat data.
“Ukraine shares unique battlefield data, granting partners access to it to train and enhance AI models and develop analytical solutions. This is the first project of this scale in the world focused on developing defence-related artificial intelligence solutions,” said Mykhailo Fedorov.
Partners will also be granted access to unique combat data from DELTA and other digital systems, which will support the development of technologies and the strengthening of their capabilities. This marks a new model of win-win defence cooperation.
The Minister of Defence of Ukraine thanked the President for his leadership on the international stage, noting that it helps bring in partners and systematically address Ukraine’s key defence needs.
Notably, Volodymyr Zelenskyy has put forward an important bilateral agreement with Germany on drones — a “drone deal” — and Ukrainian teams are already working on its next steps.
Enhancing the protection of Ukraine’s skies
The agreements between the leaders have also led to specific decisions on the weapons Ukraine will receive from partners over the coming years to strengthen the protection of Ukrainian airspace. These include missiles, notably PAC-2, as well as launchers for IRIS-T air defence systems.
The signing of the memorandum scales up a mutually beneficial model of cooperation, enabling partners to gain access to unique combat experience while strengthening Ukraine’s capabilities. This cooperation is in line with the priorities of Ukraine’s War Plan.
