The role of recruitment has been defined in the Human Capital Development Strategy for the Defence Forces of Ukraine through 2027

At the “Face-to-Face” Forum of Recruiters for the Defence Forces of Ukraine held in Lviv, representatives from the Ministry of Defence presented the role of the recruiting system in implementing the Strategy for Attraction, Development, and Retention of Human Capital within the Defence Forces of Ukraine through 2027.

The forum was convened to consolidate experiences and identify future directions for enhancing recruiting efforts within the Ministry of Defence framework.

“The military and civilian components of the recruiting system have proven their effectiveness and have become vital tools for attracting motivated citizens who consciously choose the path of defending Ukraine. These individuals exemplify dedication, responsibility, and patriotism, which serve as the foundation of our army’s strength and resilience. This success is primarily driven by the absence of coercion and the ability to freely select one’s role and position within the Defence Forces. Recruitment will be the foundation of the Ukrainian army of the future, ensuring a comprehensive approach to enlisting the most capable, motivated, and well-prepared personnel,” stated Deputy Minister of Defence of Ukraine, Lieutenant General Yevhen Moisiuk.

The event showcased the current structure of the recruiting system, which comprises both military and civilian components. The military component currently includes six Recruiting Centers of the Armed Forces of Ukraine, 380 units within combat brigades, and 500 units within the framework of the Territorial Recruitment and Social Support Centers (TRSSCs).

Colonel Mykola Kachanenko, Head of the Personnel Department at the Ukrainian Land Forces Command Headquarters, shared insights into the operations of newly established recruiting units within military formations.

Citizens have responded positively to the establishment of this system and the direct engagement with representatives from military units,” noted Colonel Kachanenko.

The civilian component is represented by the activities of 48 Ukrainian Army Recruitment Centers. According to Oleksii Bezhevets, the Ukrainian Ministry of Defence's recruitment officer, approximately 42,000 citizens have reached out to these centers, located at Administrative Service Centers (ASCs), over the past year.

At the Ukrainian Army Recruitment Centers, civilian specialists provide consultations and support candidates who express a desire to join the Defence Forces, guiding them through all stages of the process, from selection to assignment to their chosen role and specialty.

According to Oleksii Bezhevets, the activities of Recruitment Centers extend beyond mere consultation—specialists also engage recruits through popular online job platforms, yielding positive results in this area as well.

An important role in providing informational support for recruiting efforts is played by the media of the “Army” brand, which includes ArmyTV, ArmyFM, and ArmyInform. According to Lieutenant Colonel Volodymyr Fito, Head of the Operational Communications Department at the Mass Information Directorate, these media resources maintain an active presence across all major social media platforms, enabling them to reach a broad audience of potential recruits.

Colonel Dmytro Zubovskyi, Deputy Head of the Project Coordination Department at the Human Capital Directorate of the Ministry of Defenсe’s Personnel Policy Department, underscored that the revamped recruiting system will serve as the foundation for implementing the Strategy for Attraction, Development, and Retention of Human Capital. This reform will allow individuals to define their future career paths within the military, fostering the voluntary enlistment of motivated citizens.
