The MoD’s DPA invites FPV drone manufacturers to join the DOT-Chain Defence weapons marketplace

The Ministry of Defence’s Defence Procurement Agency (DPA) invites manufacturers and suppliers of codified FPV drones to submit their products to the DOT-Chain Defence platform. This IT system will operate within the domain of supplying weapons to the Armed Forces of Ukraine and is designed to simplify and expedite this process.

“The marketplace format will enable all manufacturers of codified products to offer their products through transparent market mechanisms, with the military directly choosing the drones they need via the DOT-Chain Defence platform. Additionally, the system features a pre-order function that enables companies to clearly understand the demand for their products,” commented Arsen Zhumadilov, Director of the DPA.

The state budget for 2025 allocates over UAH 128 billion for the procurement of unmanned systems, with part of the funding channeled through the digital platform. The DPA will sign contracts with contractors, assuming budget commitments based on orders placed through the IT system. Product prices will be fixed for a set period, while the military will determine order quantities.

At the initial stage, only verified manufacturers and suppliers of FPV drones are eligible to join the DOT-Chain Defence. Companies that have not yet completed the verification process but wish to participate in the IT system can do so by following the instructions in the “Suppliers” section on the Agency’s website.

Verified companies will receive commercial proposal requests and an appendix where they must list detailed specs for each drone, including the details on the following:

  • Drone type, name, and photo;
  • Frame and its size;
  • Electric motor, propellers, battery;
  • Control receiver and camera;
  • Video transmitter, frequencies, and radio transmitter antenna;
  • Operating altitude, range, etc.

This information will be included in the product descriptions on the DOT-Chain Defence platform, enabling the military to choose drones based on their technical specifications.

Additionally, the Agency recently released an explainer for manufacturers and suppliers of unmanned systems, detailing the process of interaction with the market.
