The Ministry of Defense of Ukraine issued order No. 405/nm, developed by specialists of the Department of Military Education and Science, which regulates the organization of training of officers, sergeants and senior officers in military universities and institutions of professional advanced military education. The department also developed appropriate organizational and methodological recommendations.

Starting from the 2024-2025 academic year, the training of military specialists for military service under a contract in officer positions will follow educational and professional programs designed for applicants with bachelor's and master's degrees. These programs will focus on training officers at the tactical, operational, and strategic levels. Additionally, the training will include courses in professional military education (courses L-1 to L-4) and educational programs of courses L-1C to L-5.

The order provides for the possibility of training in professional military education courses based on an already obtained degree of higher education.

Sergeants and petty officers will be trained through educational and professional programs to earn junior bachelor's and professional junior bachelor's degrees, as well as a professional military training course (mid-level leadership course).

By July 30, 2024, the General Staff of the Armed Forces of Ukraine will develop and approve the Catalog of military professional competencies for military specialists who serve as officers, sergeants, and petty officers.

With the adoption of order No. 405/nm, the order of the Ministry of Defense of Ukraine dated July 5, 2022 No. 175 "On the organization of training of officers, sergeants and senior officers in higher military educational institutions, institutions of professional advanced military education of the Ministry of Defense of Ukraine and military educational units of institutions of higher education"  becomes invalid.
