The Ministry of Defence will implement electronic referrals to Military Medical Commission in January 2025

Electronic referrals for medical examinations by the Military Medical Commission (MMC) will be available to individuals liable for military service starting in January 2025. The Ministry of Defence of Ukraine has approved the necessary amendments to the Regulation on Military Medical Expertise in the Armed Forces of Ukraine.

“The modernization of the Military Medical Commission (MMC) system is a comprehensive process that encompasses both the digitalization of procedures and the enhancement of the regulatory framework. Our goal is to establish a convenient and transparent military medical examination system that meets modern standards,” said Nikita Nikitenko, Acting State Secretary of the Ministry of Defence of Ukraine.

Citizens of Ukraine will be able to submit a request via the Reserve+ mobile application and receive an electronic referral to the Military Medical Commission (MMC). 

Thus, a medical examination will no longer require visiting the Territorial Recruitment and Social Support Centers (enlistment offices) for a paper referral. A person will be able to obtain such referral via Reserve+, proceed to the healthcare facility for the military medical examination, and complete it within the legally established time frame.

“The Ukrainian army must eliminate all barriers to its efficiency and progress. Paperwork in the context of MMC is one of those barriers. This process must function in a transparent, clear, and equitable manner. It should serve the interests of those liable for military service, not the other way around,” said Kateryna Chernohorenko, Deputy Minister of Defence for Digital Development.

“The digitalization of MMC processes, announced at the end of last year, is being launched with this decision. We will continue to reform the system to enhance its transparency, reduce bureaucracy and corruption risks, and reduce the workload at enlistment offices,” emphasized Oksana Sukhorukova, Director of the Health Department of the Ministry of Defence of Ukraine.

The Order delineates the responsibilities of the expert team responsible for evaluating a person's daily functioning. This team took over from the Medical and Social Expert Commission (MSEC) as of January 1, 2025. This aligns the procedure for assessing service members with the stipulations of existing laws.

The document was approved in accordance with the National Security and Defense Council decision dated December 5, 2024, and the protocol decision of the Cabinet of Ministers of Ukraine regarding the digitalization of medical examinations. The Regulation has also been aligned with Cabinet of Ministers of Ukraine Resolution No. 1338 of November 15, 2024, 'On Certain Aspects of Implementing the Assessment of a Person’s Daily Functioning.’
