The Ministry of Defence's procurement agency, DOT, enhances control over the supply schedules for gear and clothing supplied to the Armed Forces of Ukraine
The DOT significantly strengthens control over compliance with the schedule for producing gear and clothing for the Armed Forces of Ukraine. The procurement agency's team is increasing the number of visits to supplier enterprises.
“In 2025, the DOT’s budget for procurement of gear and clothing is over UAH 23 billion. These are significant resources that must be utilized efficiently, with strict adherence to deadlines and quality standards. Our goal is to provide the army with high-quality gear and clothing in time and without disrupting the supply,” said Glib Kanievskyi, Director of the Defence Ministry's Procurement Policy Department.
“Beyond documentary proof, we want to see the process firsthand. This allows for prompt response to potential risks, which, unfortunately, occurred in 2024. The key issues include suppliers being overwhelmed with contracts, deprioritized orders, and disruptions in the raw material supply chain. We now systematically monitor material availability, the rate of order completion, and the conformity of products to the established standards. This enables the timely detection of issues and the implementation of appropriate decisions,” said Viktoriia Vynohradova, Director of the Property Programme at the State Operator for Non-Lethal Acquisition (DOT).
Since the beginning of 2025, representatives of the DOT have conducted 14 visits to entrepreneurs' workshops. The procurement agency follows a quarterly plan for inspecting enterprises, and suppliers are provided with official notifications before the visits. Particular focus is placed on new market participants and companies with a service-level agreement (SLA) of less than 75%.
Upon detection of violations, the relevant act is prepared. If a supplier persistently fails to meet its commitments, the DOT reserves the right to terminate the contract unilaterally. In such a case, a supplier will lose eligibility to participate in future procurements.
