The Ministry of Defence's acquisition agency, DOT, has announced the first procurement of fuel and lubricants for the Armed Forces of Ukraine in 2025
In collaboration with the Armed Forces of Ukraine, the State Operator for Non-Lethal Acquisition (DOT), the acquisition agency of the Ministry of Defence, has announced the first procurement of fuel and lubricants for logistical support of the Armed Forces of Ukraine in 2025. The key task is to ensure a stable and uninterrupted supply of fuel and lubricants for the troops, maintaining their operational readiness to perform missions.
The expected value of the announced procurement exceeds UAH 320 million.
“In total, tenders have already been announced for the procurement of non-lethal supplies worth UAH 38.2 billion for 2025, including UAH 24.4 billion for foodstuffs, UAH 13.5 billion for gear and clothing, and UAH 324 million for fuel and lubricants. We continue to embrace innovative principles in defense procurement, ensuring transparency, accountability, and efficiency remain at the forefront. Through advance contracting, we ensure the military receive everything they need on time, avoiding delays, even in wartime. This is a crucial step to ensure the Armed Forces' readiness to carry out combat missions,” emphasized Deputy Minister of Defence of Ukraine, Dmytro Klimenkov.
To date, procurements have been announced for the following supplies:
fuel for jet engines
motor oils
hydraulic oils
turbine oils
gear oils
aviation oils
AdBlue for reducing nitrogen oxide
“Procurement planning ensures the timely and uninterrupted supply of fuel and lubricants to the military, enables suppliers to plan the production process and raw material logistics, and allows the DOT to broaden the pool of participants. For instance, the DOT regularly conducts market consultations and informs potential suppliers about upcoming procurements. Furthermore, anyone can access the procurement calendar for 2025 on our website. I am convinced that the early announcement of tenders enhances competition, allows suppliers to prepare for participation, and, as a result, ensures the proper fulfillment of contractual obligations,” said Maryna Yeremieieva, Director of the Fuel and Lubricants Program at DOT.
