The Ministry of Defence's acquisition agency, DOT, has announced a tender for the procurement of food products for the first half of 2025 under a pilot model
The State Operator for Non-Lethal Acquisition (DOT), the acquisition agency of the Ministry of Defence, has announced a tender for the procurement of foodstuff for the Armed Forces of Ukraine for the first half of 2025 under a pilot model. Bidding will be conducted in five oblasts (regions): Kyiv, Vinnytsia, Zhytomyr, Cherkasy, and Kirovohrad, as well as in the city of Kyiv.
Next year, the DOT will be responsible for procuring foodstuff for the Armed Forces of Ukraine under both the existing model and the pilot model. The core of the innovation lies in the fact that manufacturers will be selected for specific categories of goods through public procurement platforms, with the subsequent delivery of products carried out through suppliers' distribution centers.
The total projected value of contracts for the first half of 2025 exceeds UAH 3 billion.
“The reform of the Armed Forces of Ukraine’s food provisioning system is advancing to a new level. The announcement of tenders under the pilot model for 2025 marks an important step toward enhancing the standards of quality and efficiency in supply. We are adopting a modern approach aimed at enhancing reliability, transparency, and alignment with the needs of our military. The new mechanism will cover five oblasts (regions) and the city of Kyiv, serving as a testing ground for large-scale changes in the future,” said Dmytro Klimenkov, Deputy Minister of Defense of Ukraine.
Firstly, this innovation will enable the monitoring of product quality before their direct delivery to the military. Secondly, it will enable transparent pricing for items that are most sensitive to the balance between cost and quality indicators.
The decision regarding the further rollout of the pilot project will be made based on the outcomes of its first three months of implementation.
