The Ministry of Defence of Ukraine creates a database of unscrupulous foreign suppliers
The Ukrainian Ministry of Defence has formulated a directive regarding creating and maintaining a List of unscrupulous foreign suppliers of goods, works, and services for defense purposes. This step aims to increase transparency and accountability in procurements for the Armed Forces of Ukraine.
Director of the Defence Ministry's Procurement Policy Department, Hlib Kanevskyi, noted that the directive was formulated pursuant to an order from Defence Minister Rustem Umerov.
“The new mechanism will allow us to effectively monitor and analyze information about foreign contractors who have not fulfilled their contractual obligations to meet the Ukrainian Armed Forces' needs,” said Hlib Kanevskyi.
According to him, this List is an information database containing data on unscrupulous foreign contractors. This information will be available to international partners in the territories where these contractors are registered and operate.
A foreign contractor is considered unscrupulous when a court or arbitration verdict is in place but not followed without enforcement. The contractor may be removed from the list if it complies with a court or arbitration decision.
Maintaining the List and using it in the process of finalizing governmental contracts falls under the responsibility of the Procurement Policy Department of the Ministry of Defence of Ukraine.
