The Ministry of Defence is developing new personal protective equipment for the military: a ballistic blanket

The nature of modern combat operations is constantly evolving, necessitating new approaches to safeguarding the lives and health of military personnel. In this context, the Ministry of Defence of Ukraine has developed regulatory and technical documentation for a personal protective item—the protective tent (ballistic blanket).

“Our primary mission is to equip military personnel with modern protective gear. The development of regulatory and technical documentation for the ballistic blanket marks another step toward enhancing the safety of our personnel amid modern combat conditions,” said Glib Kanievskyi, Director of the Procurement Policy Department of the Ministry of Defence of Ukraine. 

“Throughout 2024-2025, the Ministry of Defence’s procurement agency, the State Operator for Non-Lethal Acquisition (DOT), has contracted personal protective equipment worth nearly UAH 13.2 billion,” he added.

The ballistic blanket provides ballistic and fragmentation protection in accordance with STANAG 2920 Ed.3 / AEP 2920 Ed.A Ver.2 standards, ensuring high resistance against fragments, bullets, and other threats. Its core protective element consists of a soft ballistic component made from multi-layered elastic material encased in a hermetically sealed, waterproof cover.

When fully deployed, the ballistic package measures 160 x 80 cm and weighs approximately 10 kg. The blanket’s design allows for convenient folding into 3-4 layers, enabling its use as a mobile shield when secured to the arm or shoulder. It can also be easily transported using adjustable shoulder straps.

“The ballistic blanket offers adaptability in situations requiring immediate cover from firing or explosions, rapid shielding of windows or doors, or even protection of high-value equipment from fragmentation damage. This is not just a tent—it’s a survival tool that can be the deciding factor between injury and survival,” explained Lieutenant Colonel Maksym Kaiola, Head of the Main Directorate of Logistics Support Development.

We encourage manufacturers (suppliers) to inform the Logistics Forces Command of the Armed Forces of Ukraine and the Main Directorate of Logistics Support Development of their readiness to produce and provide, free of charge, samples of protective tents (ballistic blankets) for military (experimental) testing. Applications can be submitted via Form No. 3 on the MoD Partner website.
