The Ministry of Defence is accelerating the provision of housing for military personnel

In the first quarter of 2025, the Ministry of Defence of Ukraine procured 36 apartments for military personnel, totaling approximately UAH 104 million. This exceeds the total for the entire previous year, when 33 apartments were procured.
Housing was procured in the secondary market through an open, competitive tender process. The average floor area of each apartment is over 52 square meters.
“This marks another step toward ensuring decent living conditions for military personnel and their families. The Ministry of Defence will continue to implement effective mechanisms to provide our defenders with high-quality and comfortable housing,” said Deputy Minister of Defence of Ukraine, Brigadier General of Justice Serhii Melnyk.
The allocation of apartments will proceed in accordance with established legal procedures after the properties are officially transferred to the balance sheet of the Kyiv Housing and Maintenance Directorate.
As a reminder, to comprehensively address the housing needs of military personnel, the Main Directorate of Capital Investments at the Ministry of Defence has developed a draft Concept for the Dedicated National Program for Providing Housing to Military Personnel of the Armed Forces of Ukraine and Those Discharged from Military Service. Additionally, the Algorithm for Exclusion of Service-Provided Housing from the Relevant Inventory of the Ministry of Defence has been approved, enabling thousands of military families currently residing in service-provided housing the right to permanent residence in those accommodations.
Efforts are also underway to prepare technical requirements for digitalizing military housing registry processes. This will enhance procedural transparency and strengthen oversight of housing inventory utilization.
