The Ministry of Defence has enhanced the wartime one-time financial assistance system

The Ministry of Defence of Ukraine has initiated amendments to the procedure for providing one-time financial assistance to service members, individuals liable for military service, reservists, and their families. The relevant changes have been approved by the Cabinet of Ministers of Ukraine.
According to the updated regulation, in the event of a service member’s death within one year of discharge from military service, if the death was caused by a wound, blast injury, permanent disability, or illness related to the performance of military duties or resulting from military service, the date of entitlement to assistance is the date the death is officially recorded in the civil registry. Previously, the entitlement period was calculated from the date of death as recorded in the death certificate. The same provisions apply to persons liable for military service and to reservists.
The resolution also regulates cases involving unidentified persons. If a service member, individual liable for military service, or reservist was initially unidentified but later identified, the date of entitlement to assistance shall be the date when the corresponding amendments are entered into the civil registry record of death.
For individuals reported missing whose death is subsequently officially registered, the right to assistance may be exercised from the date of the civil registry record of death as recorded in the death certificate.
Furthermore, the resolution introduces a standardized approach to assistance payments under martial law. The Ministry of Defence and other state authorities, in agreement with the Ministry of Finance and the Ministry of Economy, have been granted the authority to independently establish the procedure and conditions for providing assistance in the event of a service member’s death while performing service duties during martial law.
The introduced changes aim to make the payment system more transparent and equitable, aligning it with the realities of wartime.
