The Ministry of Defence and the General Staff of the AFU have begun preparations for implementing the military version of SAP for defense resource management
The Ministry of Defence of Ukraine and the General Staff of the Armed Forces of Ukraine have begun preparations for implementing SAP Defence & Security, the automated defense resource management system used by most NATO armies.
By June, relevant units of the defense agencies are to draft roadmaps for transforming defense resource management through 2027.
The Ministry of Defence’s Strategic Planning Committee adopted this decision during its meeting.
The project aims to overhaul outdated defense resource management processes by introducing modern automated systems for planning and delivering supplies to the military. A specific objective includes legislative alignment to support the implementation of these updated approaches.
The transformation will incorporate the experience gained by the Armed Forces of Ukraine during the full-scale war, along with best practices from NATO countries embedded in the military version of SAP.
The updated processes will be implemented by an international team that includes German and Ukrainian SAP specialists, experts from Ukrainian defense agencies, and representatives of an international implementation partner.
The project is funded by the governments of Germany and the United States, with consultation support provided by specialists from the armed forces of Canada, the United States, the Netherlands, Germany, and Poland.
The roadmaps will be developed across the following functional areas:
- Organizational structure management and personnel accounting;
- Financial management;
- Life cycle management system for weapons and military equipment;
- Procurement and logistics support of the Armed Forces of Ukraine.
The Ministry of Defence’s Center for the Transformation of Defense Resource Management Processes will coordinate the efforts.
In 2023, the Ministry of Defence, together with the General Staff of the AFU and the Logistics Command of the AFU, began implementing SAP to automate supply and sustainment processes across key rear and military support services.
The system automates planning and supply processes, generates data on the sustainment of military formations, enables visibility into actual needs, facilitates procurement, and ensures the timely delivery of non-lethal and armaments supplies to the military. The system also meticulously tracks the use of weapons and military equipment provided to Ukraine by partner nations.
The SAP system is utilized for defense resource management by 28 NATO member states.
