The Ministry of Defence strengthens cooperation with international donors in defense procurement

The leadership of the Ministry of Defence of Ukraine held a meeting with the Council of Donors for Institutional Reforms. The primary focus of the discussion was on reforms in defense procurement.
The event was dedicated to the implementation of defense procurement reform and deepening collaboration with donors.
The meeting was attended by First Deputy Minister Sergiy Boyev, Director of the Procurement Policy Department Glib Kanievskyi, and representatives of international advisory and consulting projects in the defense sector, including from the United Kingdom, the United States, Canada, Norway, and the NATO Representation to Ukraine.
The parties discussed the current state of procurement system reforms, key challenges, and priorities for the near future.
“Despite wartime challenges, the Ministry of Defence remains committed to institutional development and the enhancement of its operational processes. Defense procurement is a core process that must remain adaptive and held to the highest standards,” emphasized Sergiy Boyev.
In turn, Glib Kanievskyi informed the participants about the funding allocated for the “Defence Procurement Agency” in 2025 for the procurement of weapons and military equipment. He also outlined the expenditure planning of another Ministry of Defence procurement body — the “State Operator for Non-Lethal Acquisition” (DOT) — for procuring non-lethal assets.
“The Ministry of Defence’s procurement policy is focused on ensuring the technological superiority of the Armed Forces of Ukraine on the battlefield. The early allocation of financial resources helps guarantee stable supplies for the military and ensures predictability for manufacturers,” emphasized Glib Kanievskyi.
Representatives of the Ministry of Defence also underscored that they greatly value the support from partners and remain open to dialogue aimed at improving procurement processes.
