The governments of Ukraine and Türkiye will ensure the high standards of defense goods and services

The Cabinet of Ministers of Ukraine has approved a Memorandum of Understanding with the Government of Türkiye on the mutual recognition of state guarantees for the quality of defense-related goods, works, and services. The document was signed on March 8, 2024, in Istanbul. 

The Memorandum establishes a mechanism for mutual recognition of quality assurance systems for defense products and aims to strengthen the defense industry's capacity in both nations. The document expands the framework of military-technical cooperation that began in 2020.

"I welcome the government's decision to approve the Memorandum of Understanding with our strategic partner. The implementation of the agreement will ensure the use of unified NATO quality assurance procedures and publications (AQAP) in the development and procurement of defense products. This significantly brings Ukraine and Türkiye closer and allows expanding the scope application of the Alliance's standards in the field of military-industrial cooperation," said Ukraine’s Minister of Defense Rustem Umerov.

The agreement provides for mutual quality control at all stages of defense production, including:

- risk analysis related to contract execution

- planning of state quality guarantees

- monitoring production processes

- ensuring that suppliers comply with contract conditions that contain AQAP provisions.

Particular focus is on the protection of confidential information and intellectual property rights.

The responsible bodies are the relevant departments of the Ministry of Defense of Ukraine and the Ministry of National Defense of the Republic of Türkiye.

The document will facilitate deeper Ukrainian-Turkish cooperation in the defense industry and ensure high standards of quality for military products.

The Memorandum is valid for five years, with the possibility of automatic renewal for subsequent five-year periods.
