The Government has established a regulatory framework for the operation of the National Resistance Centers network

The Cabinet of Ministers has approved a framework, developed by the Ministry of Defence in collaboration with the Office of the President, governing the establishment and operation of Centers for the Training of Citizens for the National Resistance.

The document outlines the procedures for establishing and operating these Centers and sets out the principles of their activities. It also regulates the interaction between the Centers and state authorities, local self-government bodies, the Territorial Defence Forces of the Armed Forces of Ukraine, the Special Operations Forces of the Armed Forces of Ukraine, and civil society institutions.

The purpose of establishing the network of Centers is to train Ukrainian citizens for national resistance, foster patriotic awareness, and equip them with the knowledge and practical skills necessary to defend Ukraine.

“The establishment of the National Resistance Centers network is a crucial step in strengthening Ukraine’s defense capabilities. This decision enhances our resilience and ensures that our citizens are prepared to contribute to the nation’s security,” said Deputy Minister of Defence Lieutenant General Yevhen Moisiuk.

The Centers will be established in oblasts (regions) and the city of Kyiv as municipal entities or enterprises. The establishment of the Centers will be initiated by the heads of regional or city state administrations (or military administrations), with the decision to establish them approved by the respective regional councils.

The logistical and technical infrastructure of the Centers will be funded through local budgets and other legally permitted sources.  This includes training assets, communication equipment, dummy weapons, training weapon systems, simulation complexes, and more.

Certified instructors, primarily veterans of the Armed Forces of Ukraine, will be appointed to the Centers’ instructional staff, with active personnel from the Territorial Defense Forces of the AFU and Special Operations Forces of the AFU involved as needed. The Centers’ training curricula will be developed based on the Standard Programs of the Territorial Defense Forces Command of the Armed Forces of Ukraine, taking into account regional requirements.
