The Armed Forces of Ukraine deploy ‘Impulse’ digital personnel management system

The Ministry of Defence of Ukraine has begun deploying the ‘Impulse’ digital personnel accounting and management system. It is the first tactical-level digital system designed to operate in every military unit of the Armed Forces of Ukraine.

The purpose of the ‘Impulse’ system:

  • personnel offices and personnel services maintain daily records of service members, issue orders, and prepare other documents.
  • from now on, these functions can be performed in a secure digital environment;
  • the system operates faster and provides up-to-date status information on each service member in the unit.

Units of the Air Assault Forces were the first to start using the system. In the coming weeks, the ‘Impulse’ system will be implemented across the Land Forces of the Armed Forces of Ukraine.

“We are scaling up the ‘Impulse’ system across the Armed Forces and laying the foundation for eliminating excessive bureaucratic burdens on service members. From now on, military units will have rapid access to up-to-date personnel information, and commanders will be able to make decisions based on clear and transparent data for each unit,” said Denys Shmyhal, Minister of Defence of Ukraine.

“The ‘Impulse’ system captures accurate, up-to-date data on each service member and records changes in their service. Based on this information, orders, certificates, and statistical reports are generated, ensuring transparency and mutual consistency. It is important for us to deploy the system broadly so that every unit can benefit from it. The development and deployment of ‘Impulse’ is a joint effort of multiple IT units and an example of teamwork across the IT sector of the Armed Forces of Ukraine,” said Oksana Ferchuk, Deputy Minister of Defence of Ukraine for Digital Development, Digital Transformation, and Digitalization.

The “Impulse” system has been authorized in line with modern international cybersecurity standards applied by NATO member states. All data are stored and transmitted in a secure environment, with access granted solely to authorized personnel with designated access levels.

The system was developed by military IT specialists of the Center for Scaling Technological Solutions. Deployment is being carried out by units of the Ministry of Defence and the Armed Forces of Ukraine.

“With the ‘Impulse’ electronic personnel management system, we are taking an important step toward the digitalization of administrative processes in the Armed Forces of Ukraine. This system enhances the efficiency of personnel services and guarantees rapid access to personnel data. Consequently, it enables decision-making grounded in up-to-date and accurate data, thereby enhancing command efficiency,” said Brigadier General Andrii Lebedenko, Deputy Commander-in-Chief of the Armed Forces of Ukraine.

In the future, ‘Impulse’ will be integrated with other digital solutions for the Defence Forces, including the Army+ mobile app for service members, the Electronic Document Management System, the Medical Information System, and more. This will create a unified electronic environment for personnel management across the Armed Forces of Ukraine.
