The Armed Forces of Ukraine and the State Special Transport Service of Ukraine intend to adopt new standards for career progression of military personnel

The Ministry of Defence has drafted a Presidential Decree to approve a revised version of the Regulations on Military Service in the Armed Forces of Ukraine and the State Special Transport Service, aligning with NATO standards and establishing clear rules for the career progression of military personnel.

 The draft Regulation is structured into time periods (peacetime, special period, and martial law) and by types of military service, as outlined in the Law of Ukraine “On Military Duty and Military Service.”

Key changes that will be implemented once peacetime is restored: 

  • Career progression through military rank entails the attainment of the next military rank through a merit-based or competitive selection process, concurrently with assignment to a higher position.
  • Reassignment for professional development and gaining experience.
  • Clearly defined minimum and maximum tenure requirements for each rank.
  • Maximum terms of service in officer positions.
  • A certification system for the transparent evaluation of military personnel.

The Cabinet of Ministers approved the draft decree and presented it to the President of Ukraine for consideration. The Ministry of Defence remains actively engaged in the implementation of this reform.

The reform seeks to establish a transparent and equitable career progression system for military personnel. Promotions will be based on an impartial assessment of military personnel's individual achievements, skills, and competencies.

Therefore, the Armed Forces of Ukraine and the State Special Transport Service should establish an environment that supports leadership development and inspires professional growth. The new system ensures fair rewards for outstanding service, which will, in turn, strengthen the overall combat capability of the army.
