Share of Ukrainian manufacturers in military procurement rises to 82%

In 2025, the Ministry of Defence placed greater emphasis on procuring domestically produced items for the Armed Forces. Compared to the previous year, the share of weapons, equipment, and ammunition contracted by the Defence Procurement Agency DOT from Ukrainian manufacturers increased from 46% to 82%. 

At the same time, the share of imported military goods declined from 54% to 18% over the year, creating favorable conditions for the sustainable development of Ukraine’s defense industry. 

“The volume of procurement from domestic manufacturers amounted to nearly UAH 430 billion, while the share of Ukrainian manufacturers in the lethal capabilities category reached 82% in 2025. Focusing on the domestic market enables manufacturers to scale up, accelerate the introduction of innovations, and supply the military with solutions tailored to the real needs of the front line, while reducing dependence on external suppliers,” said Arsen Zhumadilov, Director of the Defence Procurement Agency DOT.

In 2026, DOT plans to further refine its procurement approach. When contracting suppliers, additional criteria will be taken into account, including production localization and supply diversification.
