Service remuneration for wounded service members during martial law

Service members of the Armed Forces undergoing treatment for wounds (concussion, trauma, or permanent injury) sustained in the defense of the Homeland are guaranteed service remuneration. The Ministry of Defence's Department of Social Security experts prepared an overview outlining the available payments.

Military personnel undergoing inpatient treatment receive a monthly service remuneration based on their last held position, amounting to at least UAH 20,100 per month, along with an additional remuneration of UAH 100,000. Payments are granted for the entire period of hospitalization and treatment leave resulting from injury but for no more than 12 consecutive months.

The following payments are also paid in the amount of the monthly service remuneration: 
● Financial assistance for health improvement for the corresponding year;


● Financial assistance for addressing social and household needs for service members wounded while defending the Homeland. 

If a service member undergoes continuous medical treatment for more than four months (but no longer than 12), service remuneration is paid based on the conclusion (resolution) of the Military Medical Commission regarding the continuation of long-term treatment.

The commencement and conclusion dates of the treatment period should be regarded as:

●    For those referred for treatment abroad:
Until October 5, 2023 – from October 5, 2023; 
After October 5, 2023 – the treatment start and end dates as indicated in the clinical discharge summaries of foreign healthcare facilities (or other documents confirming the treatment periods in these facilities, including the border service stamps verifying the state border crossing).

●    For those referred for treatment within Ukraine:
Until May 4, 2024 – from May 4, 2024;


After May 4, 2024 – the treatment start and end dates as indicated in the clinical discharge summaries of healthcare facilities.

The payment of service remuneration after four months (but not exceeding 12 consecutive months) of continuous treatment of service members in healthcare facilities is carried out based on orders from the military unit commander, prepared by those responsible for maintaining personnel records.

Financial assistance for health improvement 

  • It is paid for the relevant year in the amount of the monthly service remuneration according to the most recent position held.
  • The basis for the payment is the service member's report.

Financial assistance for addressing social and household needs

  • For service members wounded while defending the Homeland, this financial assistance is paid in the amount of one month's service remuneration according to the most recent position held.
  • This financial assistance is paid based on a certificate outlining the circumstances of the injury (wound, concussion, or permanent injury) and the report from the service member.

Note:

It is paid:

  • For the entire duration of treatment in healthcare facilities.
  • On medical leave for treatment following a severe injury (concussion, trauma, or permanent injury) due to sustaining a severe wound.

Conditions:

  • Based on the conclusion (resolution) of the Military Medical Commission.
  • Duration: no more than 12 consecutive months.

Besides, wounded service members who are recognized by the Military Medical Commission as partially fit for military service or unfit, with a reassessment scheduled in 6-12 months, and who are assigned under the disposition of the corresponding commanders, are paid full service remuneration (excluding additional remuneration), according to their most recent position held, for a period of two months from the date of assignment under disposition, not including the time spent on leave and treatment (hereinafter referred to as the ‘two-month period’).

After being assigned to the disposition for more than two months and until the end of their stay in the disposition, such service members are monthly paid rank pay, long service increment, and additional remuneration of UAH 20,100 (calculated on a monthly basis, proportionally to the time spent in the disposition).

Service remuneration for service members who are recognized as partially fit (or unfit) for military service, with a subsequent reassessment

    (excluding the period spent on leave and medical treatment )
    • Here, the minimum service remuneration according to the position of "recruit" is indicated

One-time payment

UAH 440

  • Rank pay and long service increment after being assigned to the disposition for more than two months and until the end of their stay in the disposition
    • Here, the minimum salary is indicated without the long service increment

  • Additional remuneration after being assigned to the disposition for more than two months and until the end of their stay in the disposition
